Kaminski, Ph.D. of the University of Oregon, and based on 15 years of scientific research, the DIBELS® (The Dynamic Indicators of Basic Early Literacy Skills) is designed to assess the Five Big Ideas of Early Reading: Phonological Awareness, Alphabetic Principle, Fluency with Connected Text, Vocabulary Development, and Reading Comprehension.

DIBELS is the most widely selected assessment for meeting Reading First requirements, having been included in 45 state Reading First plans. DIBELS has also been cited by IDEA for its excellent compatibility with Reading First.
